Duane Burger is incredibly sitautional. Most of the time there will be a better healing option without any downsides, making this a waste of money. However, it can be used in a few key scenarios. If your health is low, it may be worth sacrificing movement speed for HP in a pinch, though this is usually ill advised because of how easy it is to access Ambrosia. The more useful instances is if you have too high a movement speed, and grabbing this will not only slow you down to a more managable level, but will also increase your health.
